Solutions to urban mobility problems should consider all the influencing factors by analyzing the urban mobility-environment balance. Urban balance is determined by the contribution of the factors belonging to mobility and the environment. A traffic management system, which is able to acquire real time field measurements and perform computer simulations to evaluate these factors, has been developed. The system is installed in a SunSparc workstation and connected through a local area network to other systems.
